Narrative:
Detectives from the Ventura County Sheriff’s Office Narcotics Street Team received information of illegal drug sales occurring at the Baked Boulevard Smoke Shop located in the City of Thousand Oaks. The information indicated that this business was selling marijuana, other illegal drugs, and tobacco products to underage customers. A preliminary investigation revealed Mtanious Toumeh is the owner of the Thousand Oaks smoke shop.  Mtanious Toumeh also owned and operated Wild Tobacco Smoke Shop located in the 800 Block of N. Ventura Avenue and Wild Tobacco Smoke Shop located in the 9500 Block of Telephone Road in the City of Ventura.

Narcotics Detectives conducted several controlled operations into all three locations.  During these operations, detectives bought illegal drugs from the businesses. One of the drugs purchased from the shop was Ketamine, which is used by medical practitioners and veterinarians as an anesthetic. This controlled substance is often used illegally by people to get high. Detectives confirmed all three smoke shops were also involved in unlicensed and illegal marijuana sales.

On March 25, 2022, a search warrant was executed at all three smoke shops.  In addition, a search warrant was also executed at homes located in the 1700 Block of Hill Road, City of Ventura, the 400 Block of Kevin Street, City of Thousand Oaks, and the 3600 Block of Keel Avenue, City of Oxnard. Detectives learned that George Temie, Samuel Tardif, Taylor Vanni, Mtanious Toumeh, Kamil Achkar were all associated with the sales of drugs through the smoke shops.

During the search warrants, detectives located evidence to support illegal drug sales out of all locations.  In total approximately 20 pounds of marijuana, one pound of psilocybin mushrooms, two ounces of MDMA, THC vapes, one ounce of Ketamine, THC edibles, one pound of Wax (cannabis) were seized.

Based on the investigation, George Temmie and Kamil Achkar were arrested for various narcotics and conspiracy charges. Both subjects were booked into the Ventura County Pre-Trial Detention Facility without incident. Additional arrests are pending.
