Sheriff’s Major Crimes Investigators arrested Rotherie Foster, for the 2022 murder of Bill Levy. Foster is currently incarcerated in the Ventura County Jail on a separate murder case. This was a joint investigation between the Ventura County Sheriff’s Office, Los Angeles Police Department, and the Ventura County District Attorney’s Office Bureau of Investigation.
