During the month of March 2023, detectives with the Ventura County Sheriff’s Office began investigating VIP Therapy Massage, located in the 100 block of W. Fourth Street, Oxnard, California, suspecting it to be an illicit massage business (IMB). During the investigation detectives learned there was commercial sex occurring throughout the day at this location.
