Narrative:

On November 28th Detectives from the Camarillo Police Department concluded an identity theft

investigation where (S) Elmer Ictue, owner of Elmer’s King’s Tire and Wheel, used the personal

information of the victim to obtain money.

In April 2018, the victim reported to the Camarillo Police Department they were a victim of identity

theft. The victim had their vehicle serviced at Elmer’s King’s Tire and Wheel, in the City of

Camarillo. In July 2018, the victim was contacted by their credit card company and learned that

their credit card had multiple unauthorized charges. These charges came from the tire store. The

charges to the victim’s credit card were in excess of $20,000.00.

In November 2018, detectives learned that the business re-located to Simi Valley after being

evicted from its previous location, at 2787 East Daily Drive Camarillo. On Wednesday November

28th, detectives with the Camarillo Police Department Investigations Bureau and the Camarillo

Police Department Special Enforcement Detail executed search warrants at Elmer’s King’s Tire

and Wheel, in Simi Valley, and Ictue’s residence in Canoga Park. During the execution of the

search warrant Ictue was arrested for violation of Penal Code Section 530.5(a) – Identity Theft.

The Camarillo Police Department is asking that anyone who had services rendered at Elmer’s

King’s Tire and Wheel, in the City of Camarillo and believes he or she was a victim of fraud to
