Assembly Bill 481 – Funding, Acquisition and Use of Military Equipment

Assembly Bill (AB) 481 requires law enforcement agencies to initiate the approval process of the applicable governing body, by adoption of a military equipment use policy, by ordinance, prior to taking certain actions relating to the funding, acquisition, or use of military equipment.

The attached draft of the Sheriff’s Military Equipment Policy details the requirements for submitting the policy to the Ventura County Board of Supervisors seeking approval for the use of defined equipment through a Ventura County Ordinance. The draft policy also details the steps the Sheriff’s Office shall take within one year of approval of the ordinance to provide transparency to the community regarding the military equipment utilized by the Sheriff’s Office.

The Sheriff’s Office anticipates presenting the suggested policy and ordinance to the Board of Supervisors during a public hearing on April 26, 2022, which will serve as the proposed ordinance’s first reading. A second hearing will be held on May 24, 2022, which will serve as the proposed ordinance’s second reading and allow members of the public to provide input regarding this ordinance. The ordinance would go into effect thirty days after its adoption.

Members of the public may contact the Ventura County Sheriff’s Office Special Services Commander regarding questions or concerns about this policy at (805) 383-8787.
